KVKK Disclosure Text

Dear Interlocutors,

In accordance with the Personal Data Protection Law No. 6698 ("KVKK"), your personal data is processed by the Municipality of Bilecik acting as the data controller within the scope and legal conditions described below.

Within the scope of your water subscription (new registration, name change), cancellation, index declaration, debt inquiry, and online payment transactions, the following data may be processed:

• Identity Information (Name, Surname, ID No)
• Contact Information (Address, Phone, Email)
• Subscription Data (Subscriber No, Meter Info)
• Customer Transaction Data (Applications, Requests)
• Financial Data (Accruals, Receipts)
• Transaction Security (IP Address, Log Records, OTP)
• Title Deed and Property Information (If needed)

Your personal data is processed for the following purposes:

• Providing water and sewerage services (establishing subscriptions, cancellation, meter reading) in accordance with the Municipality Law No. 5393,
• Performing identity and contact verifications (SMS OTP) during online application processes,
• Accrual and online collection of water bills and other municipal receivables,
• Sending informational messages (SMS/Email) after transactions such as payments, applications, and contract approvals,
• Maintaining transaction security and log records in accordance with Law No. 5651, and conducting legal processes.

Your data is collected electronically (via website, e-Government integration, Belsis) based on the legal grounds of "express provision in the laws", "establishment or performance of a contract", "fulfillment of legal obligations", and "legitimate interests of the data controller" as stated in Article 5 of the KVKK.

Your personal data is not transferred to unauthorized third parties for commercial purposes. It may only be shared with authorized public institutions (e.g., judicial authorities) or relevant banks for payment processing in accordance with Article 8 of the KVKK.

In accordance with Article 11 of the KVKK, you have the right to learn whether your data is being processed, request information, request correction of incomplete/incorrect data, and request deletion under appropriate conditions.
