Cancellation and Refund Policy
Water Subscription Cancellation, Security Deposit Refunds, and Duplicate Payment Conditions
Subscription cancellations, security deposit refunds, and offset transactions related to electronic invoice payments made through the Bilecik Municipality e-Municipality system are carried out in accordance with current legal regulations and the principles set forth in this text.
1. Subscription Cancellation and Deposit Refund
If you cancel your water subscription via our online system (Cancellation Application), the current Security Deposit amount paid during the establishment of the subscription is refunded to your specified IBAN number after deducting any final index debts.
In order for the refund process to be completed, the IBAN number must belong strictly to the subscriber.
2. Unsuccessful Payment Transactions
Transactions not approved by the bank during water bill or subscription fee payments, or where successful transaction information does not reach the Municipality Belsis information systems, are not considered completed payments.
In such cases, even if a withdrawal is made from your card, the amount is cancelled from the provision in the bank's virtual POS end-of-day transactions and reflected back to your card.
3. Duplicate or Overpayments
If it is detected that multiple payments have been accidentally made for the same water bill or accrual, the over-collected amount is primarily offset against the subscriber's other unpaid debts, if any.
If the subscriber has no other debts, the duplicate paid amount is refunded to the subscriber's bank account (IBAN) upon application.
4. Refund Application and Process
Cancellation, offset, refund, or correction requests can be submitted via the following methods:
- In person with a petition to the Financial Services or Water and Sewerage Directorate of Bilecik Municipality,
- Via Bilecik Municipality e-Municipality or e-Government application channels.
Refund transactions are carried out within an average of 7-14 business days after the necessary examination processes are completed.
