Terms of Use for Bilecik Municipality Water Subscription, Debt Inquiry, and Collection Systems
The Bilecik Municipality e-Municipality system is an electronic platform that enables water subscription applications, debt inquiries, index declarations, subscription cancellations, and electronic payment transactions to be carried out securely and quickly online.
1. Use of the Service and Responsibilities
The user accepts that the identity, registration, contact, property (title deed/lease contract), and other information declared while transacting in the system (especially for new water subscriptions, name changes, and cancellations) are accurate, complete, and up-to-date.
Any legal and penal liability arising from false declarations belongs entirely to the user.
2. Water Subscription and Debt / Accrual Information
The subscription, debt, invoice, and accrual information in the system is generated instantly from current records in the Bilecik Municipality Belsis systems.
Late payment penalties and legal interest applied to overdue water bills are calculated within the scope of relevant legislation and reflected on the payment screen.
3. Electronic Payment Conditions
Electronic payment transactions for water bills, security deposits, and other municipal receivables are carried out through the secure payment infrastructure (Virtual POS) of the bank or authorized payment service provider contracted by Bilecik Municipality.
In case of interruptions caused by the system or connection during payment, the records of the payment provider bank are taken as the basis.
4. Card Security
Bilecik Municipality does not store any credit card or bank card information (Card No, CVV, Expiry Date, etc.) in its own information systems within the scope of payment transactions.
All payments are completed over bank systems by encrypting in 3D Secure standards.
